Junyi collaborates with the government in the role of a "public interest consulting partner." To maintain our neutrality and professional integrity, we do not accept government contracts or funding. This allows us to remain focused on our organizational mission and goals, while effectively influencing policy direction and leveraging government resources.
We have signed MOUs with central government agencies, including the K-12 Education Administration (教育部國教署) and the National Academy for Educational Research(國家教育研究院). Through these partnerships, we co-promote digital education policies and teacher training programs, providing professional advice and execution support for the government’s digital transformation efforts.
This innovative public-private partnership model allows Junyi to act as both a policy advisor and an implementation partner. We not only help the government shape education policy but also deliver high-quality, on-the-ground solutions. This makes us one of the few educational organizations capable of finally influencing central policy, assisting local implementation, and supporting front-line teachers.

Junyi has established an innovative public-private partnership model with the Taipei City Department of Education. Under this model, the Department of Education (台北市教育局) commissions a bidding process for a project, which is then jointly executed by a partner school, subject matter experts, Junyi, and collaborating vendors. In this collaboration, Junyi is responsible for project management, including communication, content consolidation, scheduling, and integration.
Through our partnership on the Cool Cloud (酷課雲) project, Junyi has helped Taipei City create over 2,000 math and science videos for the K-12 curriculum under the 108 Curriculum (108 課綱) Guidelines. These videos cover a range of subjects, including elementary math, junior high math, biology, physics, chemistry, earth science, as well as senior high math, physics, and chemistry.
This collaboration demonstrates Junyi's deep capacity for working with local governments. We not only integrate resources and promote exchange but, more importantly, we build strong relationships with partners across the educational ecosystem. Guided by the principle that "relationships lead to impact," Junyi leverages these partnerships to fulfill the mission and make a critical difference in government collaborations.

With the largest number of elementary and junior high school students in Taiwan, New Taipei City signed an MOU with Junyi Academy in 2018. Through the city’s Technology-based Remedial Teaching Center, teachers and students are able to use Junyi on a large scale for digital learning, helping to bridge the urban-rural education gap.
In 2022, Junyi and New Taipei City Gov. established a regular consultation mechanism and jointly recorded demonstration lessons by outstanding teachers, making them available as online videos for teachers to use for self-learning at any time.
With the continuous support of the Technology-based Remedial Teaching Center, Junyi hosts nearly 100 workshops annually. As a result, over 300 teachers have led more than 7,000 students in the "Star Exploration” program, and digital learning resources have been integrated into the classrooms of over 3,000 teachers.

Since 2017, Junyi has maintained a strong partnership with the Miaoli County Department of Education. Through the "In-Class Learning Support Project,"(課中學習扶助專案) subsidized by the K-12 Education Administration, we have helped hire dedicated substitute teachers in 10 schools in Miaoli. These teachers conduct "in-class pull-out"(課中抽離) sessions for remedial math, using the Junyi platform to implement differentiated instruction.
Through this project, Junyi has helped Miaoli County establish an innovative teaching model. The pass rate of remedial students on growth assessments has risen from being below the county average to exceeding it. This positive impact has also spread to other math teachers through professional learning communities and peer observation sessions.
In 2024, Junyi further expanded its efforts by partnering with Teach for Taiwan (TFT), introducing TFT teachers into the Miaoli project for the first time. This initiative forged an innovative collaboration between central government, local government, and NPOs. Upholding the belief of "leaving no child behind," this partnership provides an effective educational solution for non-urban, non-rural communities.

Since 2023, Junyi and the Tainan City Department of Education have been working together on the In-Class Differentiated OMO (Online-Merge-Offline)project. This initiative integrates online videos with physical worksheets, allowing students to learn and practice at their own pace. Meanwhile, teachers can provide targeted group instruction based on each student's progress, truly realizing differentiated teaching.
Through this project, Junyi and the Tainan City Department of Education have systematically assisted front-line teachers in implementing this approach—from developing foundational materials and providing teacher training to organizing open classes and offering on-site support. In just one year, over 20,000 teachers and students have used these differentiated learning materials, showing significant results at schools like Xinying Elementary and Annan Junior High.
As a model for Junyi’s in-class differentiated instruction, the schools participating in this Tainan project have seen a notable decrease in the percentage of students scoring "Needs Improvement (C)" on the national high school entrance exam. The success rate of "C" reduction in these schools is double that of non-project schools, demonstrating the OMO model's effectiveness in addressing the challenge of teaching students with three different learning paces in a single class. This successful model is expected to be expanded to other counties and cities.

In 2022, Junyi, in partnership with Teach for Taiwan (TFT) and the Pingtung County Government, established an educational innovation hub. We provided digital teaching training to local educators through an advanced skills program. Currently, our collaboration focuses on a teacher certification system, cultivating certified A1 and A2 level instructors in the region.
In 2025, Junyi deepens this partnership by launching the Teacher Training Workshop for Differentiated Instruction with Junyi's Self-Learning Resources (教師運用均一自主學習資源輔助差異化教學培力工作坊) for the 113th academic year. These workshops, held during summer and winter breaks, will equip project teachers with the skills to effectively use digital teaching resources.
Furthermore, Junyi is actively integrating AI-powered instruction into the curriculum in Pingtung. By helping teachers enhance their digital teaching abilities, we aim to empower students to develop both technological literacy and self-directed learning skills.
